IGVF-1943 Collapsible tables (#627)

* Initial implementation of having collapsed tables. Initially implemented this on the file table on the analysis-set object page. Converted the browser-storage module to Typescript.
* Make all tables on alignment-file pages collapsible. Make DerivedFromTable and DocumentTable collapsible.
* Have all tables on analysis-set pages collapsible. Make file-set tables collapsible.
* Add collapsible tables to alignment file, analysis set, auxiliary set, and configuration file pages. Make sequencing file tables collapsible, as well as the tables within FileSetFilesTables.
* Update construct library set, CRISPR modification, and curated set pages to have collapsing tables.
* Add collapsing tables to Degron modification and human donor pages. Add collapsing to phenotypic features and related donors tables.
* Add collapsing tables to the image files and in vitro systems pages. Make biomarker and modification tables collapsible.
* Add collapsible tables to matrix file and measurement set pages. Change the session storage key from `page-panel-` to `page-panel-expanded` to allow for other page panel configurations, such as page numbers of paged tables.
