* Update pre-commit config for new version

* Switch project management from rye to uv

* Just recipe efficiency improvements.

* Only runs pre-commit install if the hooks are not already present.

* Doesn't run spacy download if the model is already installed.

* Update ci to use uv for everything.

* Add django 5.1 to ci matrix
