Optimize CI by conditionally running lint jobs (#980)

- Refactor `.github/workflows/lint.yml` to split linting into separate jobs:
  `rubocop`, `slimlint`, `eslint`, and `stylelint`.
- Utilize `tj-actions/changed-files@v45` to detect relevant file changes for
  each linter.
- Configure each job to execute only when relevant files have changed,
  enhancing CI efficiency.
- Use annotations
