[ADD] cli: keygen command

The command connects to a running instance. By default "localhost:8080".
The spec is: MASTERKEY CHANNEL ACCESS [ -t=<ttl>] [ -h=<host> ]

Note: If we start adding more commands, ideally the cli should move to a
separate project.
