Flaky test detection & analysis (#2809)

* Pulls in junit_formatter as a test dependency

* Configures junit formatter

`WRITE_JUNIT=1 mix test` will now write an XML file containing run results in JUnit format.

* Adds script and requirements.txt for deps

* Adds a Makefile

With some targets for generating test runs data, installing deps and doing analysis.

* Adds some docs

A Readme and some background on the Analysis methodology/cli-interface

* Updates Readme

Removes section on FE tests

* Clean up

* Adds FE flaky tests detection

and some initial results

* Fix in Readme`

For nix users.

* Adds make target for e2e tests

* Adds ability to run specific test files or directories

... addtionally some minor refactoring/re-org/renaming

* Formatting

* Updates README

Generalizes the README according to PR comment.

* Refines readme further

* Address PR feedback

* Use pip package using venv

- Deletes a lot of code that is not necessary since we now use the pip package and use its CLI.
- Simplifies the Makefile accordingly.
- Provides targets for venv creation.
- venv activation must be done by the user before trying to install the single dependency.
- Moves nix stuff to a gitignore'd directory.

* Updates readme

Removes all references to nix.
Updates docs following previous commit.
