test(migrations): enable lang service migrations (#14812)

* test(migrations): enable & fix lang service tests setup/expectations

* fix(migrations): allow LS checks to run even if ng LS patch bails

* refactor(migrations): project service in separate module

This allows the project service to initialize one instance
that can be reused in multiple test runs w/ host updates.

* test(migrations): patch new files into ts project

* chore(migrations): cleanup stub tests

* test(migrations): fix ng LS test; fit runs, TBD full integration

* test(migrations): refactor into common test tree setup

* test(migrations): service patch to tree override, enable ng LS test

* chore(migrations): review comments - attachToProject, naming, cleanup

* refactor(migrations): move ng LS setup to a separate method
