feat!: add support for specifying an optional port in serve command

BREAKING CHANGE: The serve command now requires a string host and an int port option instead of a single string containing the host and port (e.g., from `tempest serve --host 0.0.0.0:8000` to `tempest serve --host 0.0.0.0 --port 8000`).
