Added tests for Python 3.13.0-rc.1

Details:

* Added Python 3.13 to Trove classifiers in pyproject.toml.

* Added python version 3.13.0-rc.1 to the GitHub actions test workflow, for
  full and normal tests. Testing on Windows needed to be excluded for that
  Python version due to an install issue with pywin32. That install issue
  affects only development and test of pywbem, but not its installation
  by users.

* Added Python 3.13 to tox.ini.

* In test-requirements.txt, fixed that lxml was not installed for Python >3.12.

* Increased minimum versions of the following packages:

  - Babel to 2.11.0 (fix for error during Sphinx run on Python 3.13)
  - cffi to 1.17.0 (added wheel archives for Pyhton 3.13)
  - pyzmq to 26.1.0 (added wheel archives for Pyhton 3.13)
  - lxml to 5.3.0 (added wheel archives for Pyhton 3.13)
  - PyYAML to 6.0.2 (fix for an install error with Python 3.13 on Windows, by
    providing wheel archives).
  - wheel to 0.41.3 (for consistency with pywbemtools)

* Changed FormEncode to be installed from its main branch in order to pick up
  the fix for its issue 181 (cgi module used). FormEncode is used only in
  unit test, so we can release with this circumvention. Added TODOs to
  eventually remove this circumvention once FormEncode has released its fix.
