[MAINTENANCE] Remove ContentDM import code

**RATIONALE**
The ContentDM migration was completed over 6 years ago and the
legacy system was decomissioned. I.E. there is no longer a data
source that could even make use of this code.

In anticipation of upgrading Hyrax and Rails, we want to minimize
the footprint of the active codebase.
