fix: upgrade ci Go version (#1782)

## What kind of change does this PR introduce?

[Support for Go 1.21 has ended](https://endoflife.date/go). Also for
certainty that we don't have cases where the CI build passes (v1.21) but
doesn't work with 1.22.

Setup Go v4 and v3 [seem to use
node16](https://github.com/actions/setup-go) and supported has ended for
that so decided to upgrade
