Run CircleCI without parallelism

**RATIONALE**
The test suite is short enough that the overhead of running tests in parallel may offset any speed benefit.

This change runs the full test suite in a single thread so we can compare test timing on CircleCI. If the overall speed difference is minimal, avoiding parallel runs could reduce our credit usage.
