Shakedown (#4047)

* initial commit of a simple shakedown test

* renaming test to tests and moving ci script to the test directory.  jenkins modified to check for new location and falls back to old script location

* moved over the dcos marathon tests

* code formatting fixed

* grammar fix

* moved dcos-tests to shakedown style and in the marathon code base

* teardown is working

* working system integration tests based on alex tests

* fully working network partition testing

* refactor based on feedback

* adding universe json
