Move all Kiln-related encoding to `kiln-encoder.builder` (#1959)

Moves all function-specific data encoding to the Kiln-specific encoder:

- Create encoders for `deposit`, `requestValidatorsExit` and `batchWithdrawCLFee`.
- Cleanup `DepositEvent` encoder implementation.
- Use above encoders in relative tests.
