Bcp / SqlBulkCopy / insert bulk should increment the identity sequence value when in "keep identity values" mode
Dotnet Github workflow doesnot write output in Console

Supported increment of identity sequence in TSQL Bulk Copy when in 'keep identity values' mode by seeding the identity sequence correctly during BulkCopy. Enabled VSTEST_DISABLE_STANDARD_OUTPUT_CAPTURING flag to print console output in dotnet github action workflow.
