CP-50914 and CP-50717: Multi-version Drivers: Toolstack Implementation and extend bugtool data collection (#5989)

Implements the feature outlined in the toolstack design document.

* New class `Host_driver`, with `select` and `deselect` methods
* New `Host` method `rescan-drivers`

Contains temporary workarounds intended to be removed when the
foundations work is done.
