[MAINTENANCE] Test Shibboleth is used for prod authentication

**RATIONALE**
Adds a test to ensure that our User and Devise configuration
routes to a Shibboleth provider in production.

**NOTE**
This only tests the routing, we assume that the Shibboleth provider
is installed and correctly configured in the production environment.
