Linear interpolation for explicit shooting (#1109)

* Added a new control interpolation method for explicit shooting

* changed the new method to instead use cubic spline interpolation

* Added derivatives for polynomial controls to get control rates

* added ability to select the control interpolation used when defining a simulation phase
