Added an `ENEMY_LIMIT` map generation constant which is passed through to `LevelConstants` and can be used in `game.py`.

Implemented the `TileType::Chest` which is generated using a new `ITEM_CHANCES` array containing the probabilities for each item to generate. Currently, we use the `shop.png` sprite, but this can be changed at a later date.
