regexpext: avoid compiling to regexp when the pattern is a literal

This reduces pressure on the LRU cache holding compiled regex instances.
In Limes, we currently have >100 BoundedRegexp instances in our config
file, but the cache only has 64 entries, so it is constantly being
thrashed.
