qual(cmake): Support CMake v2.8.12 without warning

The `cmake_minimum_required(VERSION 2.8.12...3.29.3)` line
is all it took to remove warnings on modern CMake versions.

However, CMake v2.8.12 couldn't actually run all the tests
due to its lack of an `env` builtin (`cmake -E env ...`),
so this commit also fixes the tests and runs them in a GitHub workflow.

This commit also removes the `-Werror` compile option from Release
builds, leaving it on only for `CMAKE_BUILD_TYPE=RelOnHost`.
This should make Release compilation more future-proof, which is
important for systems like Gentoo with source-based package managers.
