build: allow to build debug packages

CMAKE_BUILD_TYPE environment is now considered in all Tarantool packages
specs. The behavior is the same as before if omitted (RelWithDebInfo).
Command to build debug tarantool package:

CMAKE_BUILD_TYPE=Debug OS=ubuntu DIST=jammy make -f .pack.mk package
