Scaffold flask app for viewing Job

Why these changes are being introduced:

This application produces files in a structured format
for AB diffs of Transmogrifier runs.  All of the outputs
are directly viewable by navigating the directories created,
but it can be cumbersome.

Additionally, we have envisioned some other affordances of
this application -- like showing side-by-side diffs of actual
records -- that would benefit from some kind of application or
UI.

How this addresses that need:
* Scaffolds a Flask application with a corresponding view-job
CLI command
* Webapp is oriented around a single job, which can have multiple
runs
* Preliminary pages (routes) include job details and run details,
both displaying artifacts from those in a human friendly JSON
viewer
* Establishes a flask app for building future features like
  * listing of records that make up metrics (e.g. title changed)
  * display side-by-side diff of a single record
