* bump pre-commit repo versions

* ruff updated pytest marks to match current recommended practice

* address ruff comments

* move ruff config to a dedicated file & bump some dev dependencies

* slightly more permissive version requirements

* bump the dependencies again

* allow newest python patch version in CI

* bump GHA tool version to use non-deprecated node.js
