Modify  string format definitions to use f-string formatting.

Modified statements that format strings  using format(..) to use
f-formating.  This includes click.echo(), click.ClickException(), print()
 string assignments etc.

Many were reformatted as part of pr #1404 but the tool was inconsistent
in converting click.echo, click.ClickException, etc.

There were some format(...) based statments left because:

 a. the code is clearer with the format(...) arguments form,
 b. unusual complexity of the format statements.

Run Details

101 of 155 new or added lines in 23 files covered. (65.16%)

9 existing lines in 8 files now uncovered.

6058 of 6513 relevant lines covered (93.01%)
