Parse the config descriptor to unbreak fu_usb_device_get_configuration_index()

When using udev to enumerate USB devices we don't use `libusb_config_descriptor`
and reimplementing it I misunderstood what the config descriptor was used for.

Add support for mapping the `configuration_value` to a `configuration index`,
and in the process unbreak enumerating the Acer D501 dock, and anything else
using the cros_ec plugin.
