Resource::get(): allow skipping the Content-Disposition header

If a GET {baseUrl}/{resId} request has a `skipContentDisposition` query
parameter set, the Content-Disposition header is not emitted. This
allows displaying in-line in the browser files which can be directly
displayed by a browser (e.g. some image formats, pdfs, xmls, etc.)
