[feature] Validate request url params & retrieve values, create tests

* create const `validParameters` for listing expected parameters
* create function `hasValidParameters()` to pre-check if the request has been made with or without parameters in order to either process the parameters, or to simply redirect to the Petal website without triggering a GitHub redirect
* create function `getParameterValues()` to retrieve the values and throw errors, if any of the values are missing
* create unit tests
