Added logic to retry on ConnectionError (#21)

The library fails catastrophically with ``ConnectionResetError``. This
is however a common exception when the connection breaks after
a timeout, so a re-connect should be re-tried rather than panicing.

This follows up on https://github.com/Parquery/reconnecting-ftp/pull/19.
