build_all()

Implemented build_all(), which does the final Sphinx builds for all
versions with error handling.

Added sphinxcontrib_versioning_versions internal config value to Sphinx
extension to tell Sphinx to rebuild pages if one version fails. Else
URLs to that version on other successful versions will remain.
