allow calling helpers larger than MAX_EXT_FUNCS when using dispatcher (#535)

We have ubpf_register_external_dispatcher() to handle own helpers, but
the number is still limited by MAX_EXT_FUNCS.

Only check this limit when not using dispatcher.
