Implemented an Admin Controller (#1136)

* Wired up the admin controller

* Adds some tests that verify that the feature works

* Lowered the optimizer runs to address the code size issues

* Added the admin controller

* Simplified the test structure to hopefully avoid the benchmark failures

* Addressed a FIXME and tried again to fix the benchmarking suite

* Fix issues after the merge

* Pinned the coveralls pipeline version to attempt to fix CI

* Updated the version
