ciao-scheduler: bugfixes for ssntp.PublicIPAssigned event forwarding

The ssntp.PublicIPAssigned events must flow from a CNCI to all controllers.
The code was trying to enable a flow from controller to CNCI (which is more
in the direction of what "assign public ip" would do).
