Pull request description:

  Similar to #3155 but for `ScriptBuf`, however it is a little more involved.

  Note:
  - the change to use `impl` syntax (and addition of #3179)
  - mad trickery of `ScriptBufAsVec` (props to Kix)
  - widening of scope of private functions
