testutil: treat server's clients and net clients the same

The testutil server implementation has internal structures to track
"compute node" clients and "network node" clients.  They are needlessly
different, with the network nodes' tracking being a lessor implementation.
Cleaning this up makes it easier to subsequently add on CNCI related flows.
