Made RTD build more resilient

Details:

* In RTD, there is no _version_scm.py file. Yet, the source code
  was importing that module unconditionally. This did not cause
  an RTD build failure because in the case of this project,
  there is no API documentation so autodocsumm is not used.
  However, it is more resilient to accomodate the non-presence
  of the file.
