Fix a bug where Basilisp would error running a namespace from the CLI (#960)

This PR does provide a solution to the immediate problem described in
#957 which prevents running namespaces from the CLI in many cases,
however it does not address the larger Clojure compatibility issue
outlined in the ticket.
