Modify scope creation to handle 'accepted' status and return value changes

Previously, scope creation only checked for 'created' status, leading to potential issues if the server returned an 'accepted' status. Now, the code also checks for 'accepted' status and updates the return value `None` to a more conventional return for consistency.
