build: Update dev dependencies to latest versions (#240)

For now do this update manually, as when done via dependabot it doesn't
update versions in `pyproject.toml` file and need to figure out how
properly to tell dependabot to allow only direct updates to root
dependencies, but allow any updates to all other ones.
