build: show tzdata version in tarantool module

Show tzdata version in `tarantool.build.tzdata_version`.
Follows up commit 4eaff4e05bd8
("build: submodule third_party/tz instead of git").
The root CMakeLists.txt and the added test contains a current
version of tzdata, first one is needed for building a Tarantool
package using tarball and second one is needed to keep in sync
a real version of tzdata reported by `git describe --tags` and
a version specified in the root CMakeLists.txt.
