Add LLM improvements (#3010)

* Remove some SICP notes

* Migrate more SICP notes to backend

* Migrate more SICP notes to backend

* Migrate remaining SICP notes to backend

* Update request body

* Update according to latest apis

* Simplify code

* Remove unused param

* Prefer types over interfaces

* Improve typing to prevent accidental mutation

* Memoize using `useCallback`

Also did some minor refactor for performance.
