Support patindex for non deterministic collations (#2805)

This commit adds support for PATINDEX on non-deterministic collations. We have implemented following helpers to
add this support. 

patindex_ai_match_text - returns position at which pattern matches in input_str.
next_char - increment char position of char pointer by 1 and decrement length by 1
icu_find_matched_length - returns the length of text in src_text that matches to substr_text.
