Add `NotificationsDatasource` with migration (#1756)

This adds a new notifications datasource and associated migration to facilitate migration of the notification service from the Transaction Service to this project:

- Add new `00005_notifications` migration
- Add `NotificationsDatasource`:
  - `upsertSubscriptions`
  - `getSafeSubscription`
  - `getSubscribersWithTokensBySafe`
  - `deleteSubscription`
  - `deleteDevice`
- Add appropriate test coverage
