Refactor AuthGuard-related unit tests (#1799)

- Adds `checkGuardIsApplied` utility function and its related tests.
- Removes redundant tests on `AccountsController`, `CounterfactualSafesController`, and `RecoveryController`.
- Checks the proper endpoints are guarded by `AuthGuard` on `AccountsController`, `CounterfactualSafesController`, and `RecoveryController`.
