Cleaned up Makefile

Details:

* Increased the minimum version of setuptools-scm to 8.1.0 to address an issue
  (that happened on the zhmc-prometheus-exporter project).

* Removed the creation and use of MANIFEST.in because that is not needed
  by the build process anymore.

* Added AUTHORS.md as a dependent for the distribution archives. It is
  automatically included into the archives by the the build process.

* Removed make target _check_version since the package version can now always
  be determined by setuptools-scm, regardless of the build state.

* For the same reason, removed the supression of stderr from the call to
  determine the version, since that can hide errors.

* Made sure the AUTHORS.md file is always up to date but keeps its old date
  when it did not change, so that dependent make targets are not re-run.

* Removed the dependency to the Makefile from any make targets.

* Changed the check_reqs make target to also use the .done concept, so that it
  is not always re-run.

* Made version_file a by-product of bdist_file and changed the dependents
  of any doc builds to remove bdist_file (and version_file is now part
  of doc_dependent_files).
