fix: increase number of histogram buckets for syncer latencies

- newly added buckets

{.005, .01, .025, .05, .1, .25, .5, 1, 2.5, 5, 10, 20, 40, 90, 180}
```
- context cancellation will stop syncing early instead of continue
to iterate over items
- tests for policy service
