Add CloudWatchLogsClient module

Why these changes are being introduced:
* Provide a client for retrieving logs for executed ECS tasks.
  The client will be used to retrieve logs from Alma SAP Invoices
  task runs.

How this addresses that need:
* Add CloudWatchLogsClient module with key commands:
  * get_log_messages
  * get_log_events
  * get_log_streams
* Add methods for error handling
* Add exception 'ECSTaskLogStreamDoesNotExistError'
* Add fixtures and unit tests for CloudWatchLogsClient commands
