Fix flaky Cypress tests (#6748)

* Fix flaky numeric facet test

Instead of looking for a transient with timeout which is subject to race
conditions, just wait for the UI to be in the desired state.

* Remove some unneeded waitForOrOperation()s

These don't appear to be needed but behavior should be tested
on slower test machines.

* Add support for debugging

* Clean up warnings - no functional changes

* Remove deprecated flaky waitForImportUpdate()

This function was fundamentally unreliable and subject to races, so now
it's gone. Yay!

* Remove dead code that's been commented out for 2+ years
