IGVF-1841 Test data warning banner on staging and sandbox (#566)

* Change the mechanism to detect test domains for the red warning banner so that the message can change depending on the test domain. Add the sandbox server to the list of test domains. Also temporarily add the demo domain.
* Update comments.
* Add a comment to remind me to remove the test demo element of `testServerDomains` before merging to dev.
* Remove the test demo domain from the list of domains that show the banner.
