CIGI-908: Django, Wagtail, and Python version upgrade (#2789)

* update dependencies of django

* upgrade pyton to 3.12

* disable adv tag for now; needs to fork it later or replace

* update modeladmin which is deprecated

* temp disable wagtailschedules

* set python runtime; re-enable wagtailschedules
