Updated phase.load_case so that it uses the state_xxx_vals API.  Specify parent when subproblems are used. (#1087)

* Updated phase.load_case so that it uses the state_xxx_vals API rather than just set_val

* Subprobs now setup their parent per OpenMDAO 3.35 upcoming release, but is backwards compatible.

* Added a `create_subprob` util that will respect the global `_problem_names` OpenMDAO variable to create a unique name, but append a unique hash in the event that a collision is detected (might be possible under MPI).
